I spent 5 hours on this problem before I say your hint - thanks

In my case I used SMTPCLIENTDEBUG=1 in the notes.ini and was able to see the following

Attempting to Connect: Host smtp.eu-west-1.mandrillapp.com

whereas the configuration document said smtp.mandrillapp.com

Once I changed the config document to match the
above it worked fine
